This study aims to identify the policies governing the professionalization of the personnel of the Islamic Republic of Iran Army. Employing a qualitative approach, the research first conducted extensive literature reviews and expert interviews to determine the key indicators of the desired framework. The participants comprised both theoretical experts-university professors, researchers, and senior policymakers-and practical experts-experienced managers and specialists in Army Aviation (Havanirooz). The primary data collection tool was in-depth interviews, and theoretical saturation was achieved after discussions with 14 experts. The interview texts were analyzed using thematic qualitative analysis, facilitated by MAXQDA software. Findings indicate that leadership capabilities and technical team management (including crisis team management, training and knowledge management, self-confidence, inspiration, and strategic management) play a decisive role in enhancing operational efficiency and increasing tactical capabilities. Furthermore, professional ethics (encompassing accuracy and responsibility in maintaining technical information, effective interaction with operational units, adherence to ethical standards, and continuous learning) serves as a core principle in fostering trust, accountability, and employee commitment. Additionally, "specialized knowledge and technical skills" (mastery of maintenance and repair technologies, communication and problem-solving skills), "capacity development enablement" (specialized training programs, succession planning), "performance monitoring" (specialized evaluation, feedback system design), and "professional standards" (alignment with military and international standards, reduction of human errors, enhancement of safety and self-sufficiency) constitute fundamental elements for ensuring effective performance and accurate decision-making in sensitive military conditions. These elements are of paramount importance in high-risk aviation domains for ensuring operational safety and reducing human errors.
