Objective: The speed of technological changes, global markets, and human resource expectations and the changing needs of organizations have made it necessary to recreate human resources. As human resources, as the most important capital of any organization, play a key role in achieving goals and improving productivity. The present study was conducted with the aim of designing a model for recreating human resources in relief organizations.
Method: This research was applied in terms of purpose and within the framework of exploratory methods with a qualitative content analysis approach and theoretical sampling, using purposeful and snowball methods; in such a way that until the theoretical saturation of the data was reached, interviews were conducted with 28 managers, experts, and professors specializing in this field, and finally focus group meetings were held to validate the model.
Findings: The data obtained through the coding process through the Atread-Stirling approach from the content analysis methods led to a model for recreating human resources in relief organizations. Which is based on the formation of a network of themes, including three categories of codes and concepts, in the form of basic themes, organizing themes, and comprehensive themes. The results indicate (6) comprehensive themes and (16) organized themes and (48) basic themes that include structural, process, attitudinal and behavioral, technological, technological and new technologies, inspirational leadership, organizational learning were extracted and confirmed.
Conclusion: Organizational policymakers can benefit from the results of this study for greater efficiency of human resources. Considering the current conditions,
