Objective: The importance of human capital development is so significant that in today's world, it is Considered One of the Key indicators for measuring the level of development in different countries, as highlighted in national and international reports. The primary objective of this research is to propose a human capital development model with an emphasis on the learning organization within the Student Affairs Organization.
Methodology: This research falls under the category of applied and developmental studies. The research paradigm is pragmatic. The first part of the study follows an inductive approach, while the second part follows a deductive approach. The research strategy is a survey, utilizing semi-structured interviews in the qualitative phase and questionnaires in the quantitative phase for data collection.
Findings: In interviews with 12 experts from the Organization of Student Affairs, a qualitative model was developed, which was subsequently validated through a questionnaire administered to 99 employees of the organization. Ultimately, the resulting model, derived through thematic analysis, comprised 59 factors influencing human capital development with an emphasis on a learning organization, categorized into 10 dimensions and 49 components.
Originality: The priorities based on the AHP method in the learning organization model section were identified as "empowering leadership," "organizational culture," "knowledge management," "shared vision," and "organizational structure," in that order. In the human capital development model section, the priorities were "capabilities," "mental models," "learning," "system thinking," and "ideology," respectively.
