Objective:Requirements, as the fundamental framework of an integrated management system, reflect spatial positions of convergence, delegation of authority, and the relationships among its constituent elements. This study aimed to identify the requirements for institutionalizing maritime culture and civilization, guided by the directives and teachings of the Supreme Leader.
Methodology: This research was an applied study conducted using a qualitative method. The data collection tool involved library research and documentation, gathering a total of 79 speeches from 1989 to the present year. The data analysis method was thematic analysis, and the MAXQDA software was used.
Findings The findings of the research can help strengthen the country's maritime cultural and economic identity as the foundation of maritime civilization based on the tripartite model of Islam, progress, and justice. Additionally, it can serve as an inspiration for Islamic countries in the globally competitive arena
