Next, relying on the theoretical foundations of the research and adopting theses, scientific documents, and research articles available in this field, a discussion has been conducted on new information technologies and terrorism in the field of cognitive warfare. The findings indicate that terrorist information warfare is a war that attempts to use the capabilities of network information systems and devices to operationalize its goals. Also, information terrorism is carried out with the aim of carrying out terrorist activities in the field of information, in which the two factors of weapons and the information warfare environment are considered the most important criteria for success or failure.
