      <title>Investigating Research Gaps in Military Universities Course Timetabling</title>

      <description>Objective: University Course Timetabling is a complex and challenging task in educational management. Despite its significance, limited research has been conducted on course timetabling in military academies. Given the unique characteristics and requirements of these institutions, the need for a thorough investigation into this topic is evident. This study aims to conduct a comprehensive review and analysis of existing research on University Course Timetabling, with a particular focus on military academies. The goal is to identify research gaps and specific needs of these institutions.Methodology: This research employed a systematic review methodology, utilizing specific keywords in reputable databases. Qualitative data from studies conducted between 2009 and 2023 were examined, and relevant articles were extracted and analyzed to identify weaknesses and shortcomings in the existing research.Findings: The results indicate that previous research has not adequately addressed the issue of University Course Timetabling in military academies. Moreover, the appropriate allocation of equipment related to military university classes and optimal classroom management for commanders have not been considered in these studies. Originality: The present study reveals that military academies require specific scheduling models tailored to their unique conditions and requirements. Therefore, it is recommended that future research focus on developing these models.</description>

      <title>Quantum Management: The Key to Success in the Modern Battlefield</title>

      <description>Objective: Integrating quantum principles into management practices can enhance decision-making and adaptability in complex environments. Therefore, the aim of this research is to elucidate quantum management as the key to success in the modern battlefield.&#13;
Methodology: This research is applied in purpose and utilizes qualitative content analysis (thematic extraction and analysis). The researchers employed related terms directly and indirectly through interviews with nine experts in the Islamic Republic of Iran Army, using purposive sampling, and subsequently conducted thematic analysis. Thus, with the validation of experts and nine interviews, the validity and reliability of the findings were ensured, and their stability was secured through systematic coding.&#13;
Findings: The findings indicate that according to Mering's method (2004) in modern battlefield management, uncertainty (0.98) holds the highest priority, and accurately predicting events is challenging. The speed of changes (0.92) highlights the need for rapid decision-making, while complexity (0.90) refers to managing multiple factors. Non-linearity of changes (0.85) indicates the necessity for innovative approaches. Multiplicity (0.80) emphasizes coordination among stakeholders, and human interactions (0.79) are vital for building trust. Innovation (0.75) contributes to performance improvement, and distributed leadership (0.72) aids in increasing flexibility and rapid responsiveness.&#13;
Originality: In modern battlefield management, advanced analytical and data-driven techniques should be employed to reduce uncertainty and improve predictions. Additionally, establishing rapid and flexible decision-making systems in light of the speed of changes is essential.</description>

      <description>Objective: Considering the increase in age, population aging, improvement in life expectancy, reduction in birth rate, economic and social conditions of society, the desire of retired employees to return to the labor market has increased and it is necessary to address the conditions and expectations of this working group in society. to be This research seeks to design a bridge employment model. Methodology: In the model design stage, this research used the Grounded theory strategy and collected data using semi-structured interviews, and the statistical population of the research was retired employees who were employed again, theoretical sampling method and interviews with 12 people. has been In the next stage, descriptive-survey strategy, questionnaire tool and cluster sampling method were used in the public sector of Tehran city. Qualitative data were analyzed with the three-step method of Strauss and Corbin, and quantitative data were analyzed with structural equation modeling and structural-interpretive modeling. Structural equation modeling was used to validate the initial identified model and the structural model resulting from the ISM method. In addition, the MICMAC method was used in order to categorize dimensions from the point of view of driving power and dependence. Findings: The Findings of the research showed that the expectations of bridge workers from the organization can be divided into four developmental, occupational, financial and social axes, and from the perspective of the participants, psychological improvement, social development and financial strengthening are the main consequences of re-employment in the organization. .</description>

      <title>Analysis of Key Factors Influencing the Participation of Amin Police University Staff in Public Sports: A Human Capital Health Promotion Approach</title>

      <description>Objective: Military universities play a vital role in providing efficient human resources for the armed forces. According to the Commander-in-Chief, their mission is to educate and prepare young individuals for military service. As specialized training centers, these institutions significantly impact the credibility and authority of the armed forces. Enhancing their quality is essential to improve military defense and combat capabilities. Studies exploring employee engagement in sports emphasize physical education and improved environmental conditions.Methodology: This study employed a qualitative approach and thematic analysis of interviews to gather data. The target population included faculty and trainers of Amin Police Sciences University, selected through purposive sampling. Data were collected via in-depth and semi-structured interviews, and intra-subject agreement was used to ensure reliability. MaxQDA software was applied for data coding and analysis.Findings: The study identified key drivers of employee participation in recreational sports at Amin University. From interviews with 14 individuals, 44 effective attributes emerged, categorized into six core themes: scientific equipment and training, eliminating traditional mindsets, advertising and justification, rewards, special attention from commanders, and competition participation. Recreational sports are defined as voluntary physical activities that contribute to physical health and social well-being.Originality: Factors influencing the development of recreational sports include enhancing sports facilities and parks, activity appeal, promotion, motivation, ease of access, and expanding available equipment. Ultimately, recreational sports support not only physical well-being but also solidarity, social cohesion, and active participation in the university community.</description>

      <description>زمینه و هدف: الزامات به عنوان چارچوب اساسی یک سیستم مدیریتی کل منعکس‌ کننده موقعیت‌های مکانی همگرایی و واگذاری اختیارات و همچنین روابط بین عناصر موجود در آن است این تحقیق با هدف شناسایی الزامات نهادینه سازی فرهنگ و تمدن دریایی با رویکرد فرامین و رهنمودهای فرماندهی معظم کل قوا((مدّظلّه‌العالی)) انجام شد. روش پژوهش: این تحقیق از نوع تحقیقات کاربردی بود که با روش کیفی انجام شد. ابزارگردآوری داده، از طریق مطالعات کتابخانه‌ای و اسناد و مدارک بود که با جمع آوری تعداد 79 سخنرانی از سال 1368 الی سال جاری صورت گرفت.روش تجزیه و تحلیل داده‌ها تحلیل مضمون و نرم افزار مورد استفاده نرم افزار Maxqda بود. یافته‌ها: الزامات نهادینه سازی فرهنگ و تمدن دریایی دارای دو بعد زمینه‌ای و مداخله‌ای و پنج مولفه مشتمل بر تعاملات، برنامه ریزی، فرآیندها،ترویج سبک زندگی دریا محور،استحکام خانواده و بیست و چهار شاخص بود.نتیجه‌گیری: نتایج تحقیق می‌تواند به تقویت هویت فرهنگ و اقتصاد دریایی کشور به عنوان زیر بنای تمدن دریایی بر پایه الگوی سه‌ضلعی اسلام، پیشرفت و عدالت کمک نموده و الهام بخش کشورهای اسلامی در عرصه جهانی رقابت‌پذیر قرار گیرد.</description>

      <title>The Human Capital Development Pattern with Emphasis on the Learning Organization in the Organization of Student Affairs</title>

      <description>Objective: The importance of human capital development is so significant that in today's world, it is Considered One of the Key indicators for measuring the level of development in different countries, as highlighted in national and international reports. The primary objective of this research is to propose a human capital development model with an emphasis on the learning organization within the Student Affairs Organization.Methodology: This research falls under the category of applied and developmental studies. The research paradigm is pragmatic. The first part of the study follows an inductive approach, while the second part follows a deductive approach. The research strategy is a survey, utilizing semi-structured interviews in the qualitative phase and questionnaires in the quantitative phase for data collection.Findings: In interviews with 12 experts from the Organization of Student Affairs, a qualitative model was developed, which was subsequently validated through a questionnaire administered to 99 employees of the organization. Ultimately, the resulting model, derived through thematic analysis, comprised 59 factors influencing human capital development with an emphasis on a learning organization, categorized into 10 dimensions and 49 components.Originality: The priorities based on the AHP method in the learning organization model section were identified as "empowering leadership," "organizational culture," "knowledge management," "shared vision," and "organizational structure," in that order. In the human capital development model section, the priorities were "capabilities," "mental models," "learning," "system thinking," and "ideology," respectively.</description>

      <title>Presenting the transformation model in the administrative system of the country's tax affairs organization</title>

      <description>Background and objective: In recent years, the reform of the administrative system and the improvement of management have been pursued as the main prerequisite for the growth and development of the country, so that the quality and effectiveness of the management of the executive system as a vital and important factor in the realization of the development plans and prosperity and welfare of the nation&amp;amp;rsquo;s seems necessary. The purpose of this research is to provide a model of transformation in the administrative system of the country's tax affairs organization. This research was carried out in Tehran province and it was an interpretative-inductive survey and it was done with quantitative-qualitative method. The statistical population of the quantitative part includes all the employees of the Tax Administration and the qualitative part includes the experts and managers of the Tax Administration. Methodology: The tool of the quantitative part was the questionnaire and the qualitative part was the interview. In order to analyze quantitative data, structural equation model (SEM) was used with Lisrel software and MAXQDA software was used for qualitative data. Findings and conclusion: results in the quantitative part showed that the components of the transformation model in the administrative system have a positive and significant effect on each other and the model has a favorable degree of fit. The results of qualitative part indicated that the transformation components in the administrative system of Tax Affairs Organization include causal, contextual, intervention, strategies and main dimensions, and these components also have sub-components.</description>

      <title>Design and validation of the applicability model of the Internet of Things in export businesses</title>

      <description>Objective: The present study aimed to design and validate an Internet of Things applicability model in agricultural product export businesses.Methodology: The research method was mixed. In the qualitative part, the data-based strategy (Strauss and Corbin) was used. Twelve people were selected for in-depth interviews with purposive snowball sampling. The validity of the research in the qualitative part was confirmed using the Creswell participatory and pluralistic strategies, and the reliability of the research was also confirmed using the Holst index. In the quantitative part, based on the survey method, data were collected from managers and experts with a questionnaire and analyzed using interpretive structural modeling.Findings: Data analysis was performed using 3-stage coding and finally 9 dimensions were counted in the form of 5 categories including: 1- Causal conditions: decision-making and planning 2- Contextual conditions: technical infrastructure, capabilities and costs, company environment. 3- Intervening factors: international customers considering laws and regulations. 4- Strategies: facilitating and accelerating processes, marketing, training and learning. 5- Consequences: improving organizational performance. Finally, the final research model based on quantitative methods was tested.Conclusion: The results showed that all the components surveyed in export companies are at a desirable level. Also, the results regarding the factors involved in performance showed that the three factors of technical infrastructure - environment and budget allocation are at the fourth level, indicating that in order to realize the other factors, these factors must be realized.</description>

      <description>Objective: Human-centered digital transformation prioritizes the human factor by shifting from a technology-centered approach and, by focusing on human needs, emphasizes the role of human resource management in coordinating technology and human needs .The purpose of this research is to provide an integrated framework of the drivers, processes, and outcomes of human-centered digital transformation in the field of human resource management.Methodology: The present study falls into the category of qualitative research. In order to obtain the required data, semi-structured interviews were conducted with 10 scientific and executive experts by studying previous literature, and the interview texts were analyzed using directional deductive qualitative content analysis.Findings: The findings identified three main categories of drivers/activities for realizing human-centered digital transformation, including socio-cultural drivers, technological capabilities, and organizational/managerial drivers. The second aspect of the proposed framework, titled process, included the digital hiring experience process, the empowerment journey, training and learning, the strategic performance monitoring and evaluation system, the reward and compensation system, and maintaining and maintaining the human connection in the digital context.Originality: By providing a conceptual framework for identifying drivers, implementation processes, and consequences, it can help organizational managers and policymakers formulate strategies that put technology at the service of people, not the other way around.</description>

      <title>Identification of Key Drivers and Critical Uncertainties Shaping the Future of Human Capital Governance in the Public Sector by 2035: A Systematic Review</title>

      <description>Background &amp;amp;amp; Purpose: Iran's public administration faces chronic internal challenges amidst external pressures from technological advancements and new governance paradigms, creating profound uncertainty. This study aims to identify the key drivers and critical uncertainties shaping the future of public sector human capital governance towards the 2035 horizon, providing a foundation for strategic foresight and scenario planning.Methodology: A systematic literature review was conducted following PRISMA guidelines. Major international and national databases were searched for relevant studies published between 2010 and 2025. The final selection of 65 scholarly sources was analyzed using thematic analysis to extract key findings.Findings: The review identified four key drivers: 1) Technological transformation (AI and automation); 2) Socio-demographic shifts; 3) Economic and competitive pressures; and 4) The paradigm shift toward networked governance. Furthermore, two critical uncertainties with the highest impact and unpredictability were pinpointed: a) The political will for deep structural reforms, and b) The strategic approach to integrating technology and human capital.Conclusion: The future of public human capital governance is not predetermined but will emerge from the interplay of these forces. The interaction of the two critical uncertainties defines a matrix of four plausible scenarios. The study concludes that achieving the desirable &amp;amp;ldquo;Smart Transformation&amp;amp;rdquo; scenario requires concurrent and decisive strategic choices in both structural reform and the human-centric integration of technology.</description>

      <title>An effective clerical model in the Islamic Republic of Iran's army</title>

      <description>This study examines the role and position of human resources in the ideological and political organization of the Islamic Republic of Iran Army and emphasizes the importance of improving the quality of human resources for the success and sustainability of the organization, 15 people, and a statistical sample population of 310 people. After conducting library studies, 5 dimensions were considered to determine the effective clerical model, which was proposed by collective agreement among the experts and receiving new suggestions, using the CVI index, 48 final indicators in 11 components and 5 dimensions. After distributing the questionnaire to the statistical population, the data received were recorded in the SmartPls software for confirmatory factor analysis and final fitting. The reliability of the dimensions and components was confirmed using the homogeneous reliability coefficient and its validity was confirmed using the convergent validity test. After examining and confirming the significance level of the factor loadings in the main structures (P-Value) and also the effectiveness coefficients (T-Value), the final fitting of the model showed that all indicators are higher than the determined threshold and the considered model can outline and explain the effective spiritual model in AJA. Therefore, the effective spiritual model in the Islamic Republic of Iran Army consists of 5 spiritual dimensions (with belief and moral components), behavioral (with organizational behavior, individual behavior, social behavior components), and insight dimension (with religious and revolutionary insight and political insight components), scientific dimension with (management and knowledge components), and skill dimension with (communication and specialized components).</description>

      <title>Designing a model for regenerating human resources in relief organizations</title>

      <description>Objective: The speed of technological changes, global markets, and human resource expectations and the changing needs of organizations have made it necessary to recreate human resources. As human resources, as the most important capital of any organization, play a key role in achieving goals and improving productivity. The present study was conducted with the aim of designing a model for recreating human resources in relief organizations.Method: This research was applied in terms of purpose and within the framework of exploratory methods with a qualitative content analysis approach and theoretical sampling, using purposeful and snowball methods; in such a way that until the theoretical saturation of the data was reached, interviews were conducted with 28 managers, experts, and professors specializing in this field, and finally focus group meetings were held to validate the model.Findings: The data obtained through the coding process through the Atread-Stirling approach from the content analysis methods led to a model for recreating human resources in relief organizations. Which is based on the formation of a network of themes, including three categories of codes and concepts, in the form of basic themes, organizing themes, and comprehensive themes. The results indicate (6) comprehensive themes and (16) organized themes and (48) basic themes that include structural, process, attitudinal and behavioral, technological, technological and new technologies, inspirational leadership, organizational learning were extracted and confirmed.Conclusion: Organizational policymakers can benefit from the results of this study for greater efficiency of human resources. Accordingly, this study aims to identify the key factors influencing the networking of elite corps.Methodology:This research is developmental-applied in nature and follows an exploratory approach within a mixed-methods framework. The study was conducted in three main phases: a systematic review of academic literature and scientific sources, qualitative data analysis using thematic network analysis, and validation of the extracted components through the fuzzy Delphi method. The statistical population consisted of experts and specialists in the field of elite affairs and elite core development, as well as selected managers from the National Elites Foundation related to student talent initiatives. A purposive judgmental sampling method was employed, involving 26 participants. The Delphi questionnaire was administered in two rounds.Findings:A total of 20 influential factors in the networking of elite corps were identified and categorized into three dimensions: individual, organizational, and environmental.Conclusion:The identified factors can inform the design and implementation of policies and programs aimed at developing elite core networks across the country.</description>

      <description>Background and Objective: This study aimed to investigate the effectiveness of a motivational intervention training based on Dweck&amp;amp;rsquo;s Mindset Shift on academic persistence and self-regulation among students (a case study in a military university).Method: This research was an applied study in terms of its objective, and methodologically, it employed a quasi-experimental design with a pre-test, post-test, and a control group. The statistical population comprised third-year university students. The sample consisted of 22 participants for each of the experimental and control groups, who were selected by convenience sampling and randomly assigned to the groups. Data collection instruments included Martin and Marsh&amp;amp;rsquo;s 4-item Academic Persistence Questionnaire and Ryan and Connell&amp;amp;rsquo;s 32-item Academic Self-Regulation Questionnaire. The data were analyzed using the multivariate analysis of covariance (MANCOVA) statistical method.Findings: The results indicated that the motivational intervention based on Dweck&amp;amp;rsquo;s Mindset Shift significantly enhanced academic persistence and self-regulation at a level of P &amp;amp;lt; 0.001.Conclusion: Based on the findings, mindset shift-based training can be utilized as an effective educational strategy to promote academic persistence and self-regulation among students, particularly in specific academic environments such as military universities. This intervention can significantly assist students in confronting academic challenges and improving their learning performance, emphasizing the importance of motivational approaches in enhancing academic capabilities.</description>

Data were collected through library studies and interviews with experts and analyzed using statistical methods and content analysis. Findings: The findings of this study indicate that the media must act proactively to resist the enemy's media attacks. Improving media literacy is essential to countering cognitive warfare and can be done by educating and raising awareness among the public and military personnel. Also, the National Intelligence Network acts as a defensive tool against cognitive warfare and can neutralize the effects of cognitive warfare by creating a healthy and independent platform.Originality: By providing a comprehensive model for the use of media in cognitive warfare, this article helps the Islamic Republic of Iran Army effectively resist cognitive threats and defend national stability and security.</description>
