the aim of the present research is to design a model of the drivers of meritorious students of officer universities from the point of view of the statement of the second step of the Islamic Revolution. The current research method in terms of practical purpose and in terms of exploratory research method is qualitative research based on foundation data approach. The statistical population also includes the text of the statement of the second step of the Islamic Revolution, which has been analyzed using the systematic approach of the foundation's data. Based on the analysis of the text of the statement of the second step of the Islamic Revolution and open, central and selective coding processes, the findings indicate the number of 278 open codes, 53 central codes and 20 selective codes in the form of causal, contextual, intervening and central phenomenon conditions. The results are also in the form of a conceptual model of the drivers of meritorious students of officer universities based on the statement of the second step with four variables including; Causal, contextual, intervening and central phenomenon factors are presented. The results of this research can be used as a good model, a guide for recruitment centers in the armed forces, the content of the training of officer university students, as well as indicators for identifying and selecting competent people in the hierarchy of the armed forces, and even sending military personnel to Davos courses and national defense doctorates.
