Organizational behaviors of not sharing knowledge are defined by two constructs: knowledge hiding and knowledge hoarding. While the hiding of knowledge refers to the two-way relationship between two people, one of whom requests knowledge from the other, and he refuses to give knowledge. Hoarding of knowledge is defined as keeping knowledge that is not requested by a specific person. Recently, knowledge hoarding has been mentioned as an obstacle in the progress of the field of knowledge management and an obstacle to organizational effectiveness. In this article, through the qualitative research method and interviews with 10 experts, the dimensions of knowledge hoarding were identified and classified. Based on the findings of the research, all the concepts from the interviews were divided into four categories: effective factors on knowledge hoarding (16 factors), consequences of knowledge hoarding (10 factors), examples of knowledge hoarding (10 factors) and methods to prevent knowledge hoarding. 12 factors) is classified. At the end of the article, a systematic model of knowledge hoarding in government organizations is presented.
